Transforming Rasso
Rape and Other Serious Sexual Offences
The core team were tasked with determining what would be needed to transform policing information systems as part of changing the investigation of Rape and Other Serious Sexual Offences(RASSO) nationally.
RASSO investigations are amongst the most complex to investigate and require a meticulous approach to making sense of ever-increasing volumes of digital evidence.
The team’s outputs have been designed to be extensible for use in investigating other, if not all, crime types.
Core Responsibilities
Innovative technology trials
The development and execution of a number of proof of concepts that enable innovative technology to be trialled and processes reviewed to improve the speed and quality of data being extracted from mobile devices of victims and witnesses to support Rape and Serious Sexual Offences (RASSO) investigations. The outcomes generated from the proof-of-concept have provided capabilities to improve the speed and quality of the investigative process, focusing on the victims’ journey but also supporting improvements in the accuracy and quality of data being extracted to support RASSO investigations.
Discovery Project
Undertaking a discovery project to understand the cur- rent technology offerings available to enable data from multiple law enforcement agencies to be combined, analysed and results presented to understand trends in RASSO investigations.
They developed a roadmap for both tactical and strategic deployment of the outcomes of this discovery work for forces and other agencies (Crown Prosecution Service, Home Office, and Ministry of Justice) to be able to deploy and utilise appropriate tools.
Target operating model development
The development of a Target Operating Model for RASSO investigations. The model depicts an elaborated vision for all police forces, criminal justice partners and other law enforcement agencies to aspire to and implement accordingly.
Developing and pictorialising the model involved considerable interaction with policing, the wider criminal justice system and academic research stakeholders.
The model presents a future state of a typical police force of the future, operating a fully digitalised endto-end RASSO investigation service and the types of connected information systems and linked data needed to deliver the service.
The model captures innovations in technology that were selected & modelled as an integrated system of work for greatly improving the service to victims, their engagements with the police, the likelihood of a positive outcome at trial, & radically streamlining the investigative process – reducing waiting time, duplication of work & the risk of evidential deficiencies.
Remote transmission of data
A proof-of-concept for remote transmission of data extracted from victims’ devices at the victims’ location to negate delays return to Digital Forensics Units in force at the end of shift /day to process the data.
