Background

Futures were approached by Ashfield District Council (2019) in the early stages of planning their digital transformation programme.

They already had a relationship with a large consultancy that had presented a bid to deliver their entire programme from strategy development to implementation. With this came the assurance of being able to outsource the programme, but also a high price tag and risk of failure. There was potential this could be very costly both financially and in reputational damage.

The council needed a solution that would allow them to achieve savings, harness technology, and utilise their own internal staff to deliver their transformation. They wanted to achieve this in the most cost effective way.

Activity


Futures proposed a different, hybrid approach that would minimise financial risk and allow Ashfield District Council to keep control and own their transformation programme.

This was based on an initial engagement with a market leading Digital Transformation Lead who would take a modular approach to delivering their transformation.

Deliverables


This project was successfully delivered and key components delivered by the Futures team included:

  • Designing and agreeing a Transformation Governance Board
  • Establishing an in-house Digital Transformation Unit comprising external experts in technology, business analytics and programme delivery, seconded resources from the directorates with expert service line knowledge, and, a tailored, best-in-class, local government change approach
  • Developing a prioritised list of target Digital Transformation initiatives and Business Cases ready for review by the Board – including initiatives targeting high cost/volume processes in individual services, but also initiatives based around emerging themes for Digital Transformation across multiple services

Stage 1 was successfully completed in May 2019, and we are currently working to agree the details for Stage 2.
