About the role


The role exists to transform and modernise care and support in the locality for Older People and Adults

You will coproduce change with people who need support, their friends and families, and the residents within the Local Authority boundary.

You will be accountable for the delivery of outcomes by developing a deep understanding of population needs and service outcomes and creating strategies to meet them.

Strategy and Planning
You will promote a culture of self-determination and choice for people who need social care, making innovations and improvements and keeping ahead of a fast paced and complex national and local agenda, leading change across the system.
You will develop and implement commissioning plans that enable service users and carers to exercise choice and control in relation to how their needs are met and that ensure value for money
You will contribute to the collective team working at all levels in the council and the wider health and care system
You will ensure the development of commissioning strategies for older people
You will contribute to the 2050 ambition and outcomes plan

Market and Relationship Management
You will ensure that market intelligence, data and the views of service users and their families are used to identify service gaps and unmet needs, and inform the de-commissioning, redesign and commissioning of services, using co-production principles, to meet the needs of vulnerable individuals who need care and support.
You will proactively assess and reconcile demand and supply data and projected trends to inform market and supplier development.
You will direct and be accountable for all spend being in line with budgets set and ensure efficiencies are achieved as required.

Partnership and Systems
You will maintain strategic relationships with key partners such as Clinical Commissioning Group, Service Users, Providers and neighbouring local authorities.
You will provide and receive highly complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal setting.
You will develop and maintain relationships and reporting lines with national partners;
You will represent the council on a range of internal and external groups, and will provide a clear corporate response to developing system plans
You will coordinate the engagement of commissioning with the Health and Wellbeing Board, ensuring adequate reporting and understanding

Programme Management
You will develop and sustain a programme management approach which manages and monitors the development of commissioning strategies.
You will lead the proactive monitoring of overall progress, resolving issues and initiating corrective action as appropriate across the full range of the agreed programmes.
Maintain an effective programme management and governance environment to support service project managers.
You will ensure effective programme and project reporting and monitoring of benefit realisation.

Team work
As a member of the Strategic Commissioning Team you will form part of the system leadership team, collaborating across pathways.
You will promote a culture of self-management and continuous improvement in the team.

General Responsibilities
Contribute to the Councils Transforming Together programme and adhere to the Councils Values and Behaviours.
Contribute to the Councils success by accepting new tasks, helping team members, learning new skills, and striving to improve personal and team results.
You are responsible for ensuring that all Adult / Child Protection Policies are adhered to and concerns are raised in accordance with these policies
Be familiar with Equal Opportunities good practice and with the Councils requirements for Diversity and to implement this in all aspects of working.
Promote and work in line with the principles of the Data Protection Act and GDPR.
You will be required to undertake any other duties as may be required which are appropriate for grades of post, up to and including the grade of this post. This will include covering for other posts.
